Forbes’ article (by Robert Goulder) entitled --- The Vatican Bank, Christmas Cheer, And FATCA --- begins with deception and two pathological lies: “For centuries the inner workings of the Vatican Bank have been cloaked in secrecy. That was before Pope Francis, who has pledged to restore public confidence in the administration of the Roman Catholic Church. This week we learned the United States and the Holy See have brokered a FATCA agreement for the automatic exchange of taxpayer information. The long arm of the U.S. tax code is nothing short of astonishing”. The first pathological lie of Forbes is that it does not state the fact that Pope Francis was forced to comply with secular banking laws -- if the Vatican Bank is to continue to exist -- and if it is to continue to deal with other banks. What Forbes is not saying is the criminal past especially in recent history of the Vatican Bank and that it was not Pope Francis who voluntarily “pledged to restore public confidence” but that he was forced to clean up the Vatican Bank by other secular institutions that dared to publicly expose its shady past and shut down its relations with it. As Spiegel once wrote in The Shady Past of the Vatican Bank, "Whereas Benedict XVI and his predecessors have preached humility and ethical financial dealings from the window overlooking St. Peter's Square, his confidants working directly beneath the papal windows have continued to pursue shady financial transactions. The second pathological lie of Forbes is that it makes it sound “astonishing” that the Vatican Bank has joined the Foreign Account Tax Compliance Act or FATCA. The fact is, this is no big deal because FATCA is N/A or non-applicable in the Vatican Bank. All countries cooperating with FATCA must declare the presence of any accounts of more than $50,000 held by American taxpayers. FATCA is the minimal norm for most banks if they want to continue access to the American market but the Vatican already owns Wall Street and the US Stock Exchange --- see below excerpt “Assets of the Vatican in the USA”.

Therefore, it is no big deal that the Vatican joins FATCA — it’s all a farce for the Vatican Circus. What Forbes is not saying (which makes it a pathological liar) is that -- under Pope Francis, most account holders in the Vatican Bank must be only Catholic religious institutions – (many are stupid American nuns congregations) who are already tax-exempt under American law (in the first place). Other account holders allowed are employees of the Vatican who are mostly Italians, Europeans, Opus Dei Beast eunuchs (who turn in all their earnings to the Opus Dei corporation also tax-exempt anyway), the Swiss Guard Army -- all mostly 99.9% are non-Americans employees. Plus the diplomats of the Holy See such as the papal nuncios and cardinals, archbishops and bishops –– but who are already protected by diplomatic immunity anyway. The Vatican Bank used to be a secretive bank accountable to no one -- and was above the law --because the Pope is the representative of Christ on earth, hence he was above everybody else. For centuries the inner workings of the Vatican Bank have been cloaked in secrecy. That was before Pope Francis, who has pledged to restore public confidence in the administration of the Roman Catholic Church. This week we learned the United States and the Holy See have brokered a FATCA agreement for the automatic exchange of taxpayer information. The long arm of the U.S. tax code is nothing short of astonishing.

I don’t recall issues like offshore banking and tax evasion being discussed at Sunday school during my youth, but then I wasn’t an attentive pupil. I suppose it’s possible that bilateral exchange of taxpayer information was mentioned at some point in the Beatitudes, but I’d need to double-check. Probably not, since the Sermon on the Mount predates the drafting of article 26 of the OECD model tax convention.

These days, tax treaties aren’t the only way for nations to exchange bank data. We live in the age of FATCA and its progeny — the OECD’s common reporting standard — which are spreading around the world faster than the good word. From Zurich to Bethlehem, from the Cayman Islands to Galilee, FATCA is everywhere. And as of this week, we learned how Francis views the issue. The pontiff is cool with tax transparency. Depending on how one feels about the issue, this news could be either sweeter than sugar plums, or worse than a lump of coal in your stocking.

On December 22 a Treasury Department Web page noted that the Holy See and the U.S. government have reached an agreement in substance regarding FATCA. That informal accord, concluded November 30, adheres to the FATCA Model 1 intergovernmental agreement. There are no details yet on when a formal signing ceremony will be held. In the meantime, the Treasury Department now includes the Holy See on its expanding list of FATCA-compliant jurisdictions.

Vatican Bank Joins 100 Nations In FATCA Offshore Account Hunt

In his annual Christmas messages to more than one billion Catholics, the Pope may have left out something: offshore account compliance. Maybe, but the U.S. Treasury is more than happy to fill in the blanks. Just before Christmas, the Holy See reached the substance of an Intergovernmental Agreement (IGA) to hand over American account details. FATCA is everywhere, and the fact that the Treasury Department now trumpets the Vatican deal should come as no surprise.

The Holy See is not part of the European Union and should not be confused with Vatican City. The Holy See is the ecclesiastical jurisdiction of the Catholic church. The Vatican Bank has had its share of corruption kerfuffles in the past. Indeed, the Vatican Bank isn’t exactly transparent, and released its first annual report in 2013.

With transparency comes compliance, and there may well be some accounts held for American clergy that will need to be cleaned up. If accounts are held through entities or via proxies, they still could require disclosure. Presumably the ultimate beneficiaries of the accounts will be known to someone, and that means reporting.

Vatican bank image hurt as JP Morgan closes account

VATICAN CITY/MILAN, March 19, 2013 (Reuters) - JP Morgan Chase is closing the Vatican bank's account with an Italian branch of the U.S. banking giant because of concerns about a lack of transparency at the Holy See's financial institution, Italian newspapers reported.

The move is a blow to the Vatican's drive to have its bank included in Europe's "white list" of states that comply with international standards against tax fraud and money-laundering.
The bank, formally known as the Institute for Works of Religion (IOR), enacted major reforms last year in an attempt to get Europe's seal of approval and put behind it scandals that have included accusations of money laundering and fraud.

Italy's leading financial daily Il Sole 24 Ore reported at the weekend that JP Morgan Chase in Milan had told the IOR of the closing of its account in a letter on Feb. 15.
The letter said the IOR's account in Italy's business capital would gradually be phased out starting on March 16 and closed on March 30.
In Milan, JP Morgan Chase declined to comment and the Vatican also had no comment. It was not possible to contact IOR officials because Monday was a holiday in the Vatican.

Il Sole said JP Morgan Chase informed the IOR that the account was being closed because the bank's Milan branch felt the IOR had failed to provide sufficient information on money transfers.
The financial newspaper, which gave the number of the IOR account, said some 1.5 billion euros passed through it in about 18 months. It said the account was a "sweeping facility," meaning that it was emptied out at the end of each day with funds transferred to another IOR account in Germany.
The closure move by JP Morgan Chase, which was also reported by two leading general newspapers on Monday - Corriere della Sera and La Stampa - was a further blow to the IOR, whose image has been tarnished by a string of scandals.

In September, 2010, Italian investigators froze 23 million euros ($33 million) in funds in two Italian banks after opening an investigation into possible money-laundering.

The bank said it did nothing wrong and was just transferring funds between its own accounts. The money was released in June 2011 but Rome magistrates are continuing their probe.

"VATILEAKS" SCANDAL

The public image of the bank has also been harmed by the so-called "Vatileaks" scandal, in which highly sensitive documents, including letters to Pope Benedict, were published in Italian media.
Some of the leaked documents appear to show a conflict among top Vatican officials about just how transparent the bank should be about dealings that took place before it enacted its new laws.
The IOR, founded in 1942 by Pope Pius XII, handles financial activities for the Vatican, for orders of priests and nuns, and for other Roman Catholic religious institutions.

Last year, the Vatican adapted internal laws to comply with international standards on financial crime.
The 108-acre sovereign state surrounded by Rome now complies with the rules of the Paris-based Financial Action Task Force (FATF).
It also established an internal Financial Information Authority (FIA) along the lines of other countries and has committed to comply with international anti-money laundering standards and liaise with the group and law enforcement agencies.
The IOR was entangled in the collapse 30 years ago of Banco Ambrosiano, with its lurid allegations about money-laundering, freemasons, mafiosi and the mysterious death of Ambrosiano chairman Roberto Calvi - "God's banker".

The IOR then held a small stake in the Ambrosiano, at the time Italy's largest private bank and investigators alleged that it was partly responsible for the Ambrosiano's fraudulent bankruptcy.
Several investigations have failed to determine whether Calvi, who was found hanging under Blackfriars Bridge near London's financial district, killed himself or was murdered.
The IOR denied any role in the Ambrosiano collapse but paid $250 million to creditors in what it called a "goodwill gesture".

JPMorgan Chase's Milan branch is shutting down the Vatican bank's account due to concerns about a lack of transparency, Reuters reported citing Italian newspapers.

The Vatican bank, also known as the Institute for Works of Religion (IOR), is having its account phased out and closed by March 30. That's because it apparently "failed to provide sufficient information on money transfers," Reuters reported citing media reports.

VATICAN CITY — If you’re planning a trip to the Vatican, be sure to take cash.

Since Wednesday, museums and businesses there have been declining credit card and debit card purchases after a decision by the Bank of Italy that is linked to concerns over financial accountability and inadequate money-laundering controls.

Cash machines have also been shut down, except for those with a Vatican Bank debit card, after the Italian central bank refused authorization for Deutsche Bank’s Italian unit to continue providing services within the Vatican’s walls.

Some commentators have mused on the paradox of telling people to use cash when trying to monitor money-laundering activities. The Vatican has played down the episode, passing it off as a temporary glitch after the expiration of an agreement between some Holy See offices and the current provider of its electronic point-of-sale services.

The Vatican spokesman, Federico Lombardi, told reporters this week that discussions with other providers were under way, and that the interruption of credit card and debit card purchases “would be short-lived.”

But the Bank of Italy’s actions underscore larger concerns about the transparency of the Vatican’s finances, something that Pope Benedict XVI has promised to fix.

The Bank of Italy — which monitors the activities of Italian banking institutions, even in foreign states — did not issue a formal statement. But financial experts said the bank’s decision reflected concrete concerns over banking and financial legislation at Vatican City State, as well as an inadequate system of independent supervision.

While the Holy See has traditionally been tight-lipped about the dealings of its primary financial institution, the Institute for Works of Religion, also known as the Vatican Bank, the Vatican has worked in recent years to comply with international transparency and money-laundering standards, with mixed results.

A report evaluating measures to combat money laundering and terrorist financing issued last July by Moneyval, an official European financial watchdog, found that the Vatican bank had come a long way in a short time, yet still lagged in monitoring suspicious activities and did not carry out sufficient due diligence.

Under Benedict, the Vatican has undertaken a series of measures to become more transparent, even hiring a Swiss anti-money-laundering expert, René Brülhart, to oversee the process. Mr. Brülhart’s brief involves getting the Vatican added to a “white list” of territories judged to comply with international standards on combating financial crime.

As the current ban on credit cards suggests, the Vatican’s efforts to clean up its finances have been only partly successful. Vatican museum officials said Friday that the credit card ban had not hurt attendance. “The museums are full, and people can still reserve tickets online, so everything seems to be working well,” said Lucina Vattuone, of the Vatican Museum Press Office, noting, however, that making reservations online would be possible only until Jan. 15.

At least one visitor on Friday, Marcos Roade of Mexico, could attest to that. “The real problem is that there are too many people in the museums,” he said. “It’s not a museum, it’s a business.”

As the world moves to more transparency from financial institutions (most notably Swiss institutions who have exploited their ability to hide ill-gotten gains and taxable income), it is not surprising that that another bastion of secrecy -- the Vatican, or the diplomatic lingo, the Holy See, see Wikipedia here -- is being targeted, although from a different direction. The Vatican Bank, "officially known as the Institute for Works of Religion (IOR)," like the rest of the Vatican is shrouded in secrecy. (Did Jesus and the Disciples keep their finances secret?) According to the article, the Vatican Bank is "something akin to a trust company for clandestine monetary transactions that is not only used by the Church, but allegedly also by the mafia as well as corrupt politicians and companies." Italian officials, the article reports, are "rummaging around their [the Bank's] secret affairs."

Among other interesting quotes from the article:

For more than 40 years, the IOR, founded in 1942, has been regularly embroiled in scandals, including bribery money for political parties, mafia money-laundering and, repeatedly, anonymous accounts. Despite all of its sacred and solemn promises, the Vatican has succeeded in keeping the pope's bank a haven for money-launderers. And instead of being on some Caribbean island, this one is right in the middle of Europe, in the heart of Rome.

The bank's headquarters are housed in a medieval defensive tower known as Niccolò V nestled right against the Apostolic Palace, the pope's official residence, and is home to a vast amount of money and commercial papers. Here, roughly 100 employees look after 33,000 accounts with total deposits of some €6 billion ($7.6 billion). The direct beneficiary is the pope and his Church; 2010 earnings from the bank were €55 million. Such revenues help make up for a decline in donations from members of his global congregation.

Of course, and I speculate, minnows need not apply for the services of the Vatican Bank. And, I also suspect, that the well-connected Vatican Bank Whales probably have little to fear other than negative publicity and perhaps a few token prosecutions of the worst of what is a pretty sorry lot.

Part 2: The Shady Past of the Vatican Bank

Whereas Benedict XVI and his predecessors have preached humility and ethical financial dealings from the window overlooking St. Peter's Square, his confidants working directly beneath the papal windows have continued to pursue shady financial transactions.

The Vatican has yet to divulge the business practices its bank has been using for decades. "There is fear that, owing to the transparency necessary today, one will find something in the past that one doesn't want to," says Marco Politi, a Rome-based Vatican expert.

Such things could include a complex system of ghost accounts and shell companies like the bank had when Archbishop Paul Casimir Marcinkus was its head in the 1980s. At the time, the bank did business involving foreign currency and weapons with the Milanese banker Robert Calvi and the mafia financier Michele Sidona -- and helped launder illegal proceeds the mafia earned from drug-trafficking as well as bribes paid to Christian-conservative Italian politicians.

In the end, Calvi was found dangling beneath London's Blackfriars Bridge and his private secretary fell to her death from the window of his Banco Ambrosiano. Four years later, in 1986, Sidona would die in prison after drinking a morning espresso laced with cyanide.

Under Monsignor Angelo Caloia, Marcinkus' successor as head of the bank, the Vatican consistently expanded its money-laundering activities. While he was in charge, there were secret accounts such as that for Giulio Andreotti, the controversial former Italian prime minister. On an almost weekly basis, Caloia would bring suitcases into the Vatican full of donations from Italian companies in the form of cash and securities. It wasn't until about three years ago, when evidence of such dealings came to light, that Pope Benedict XVI ousted Caloia. What prompted his change of heart were the more than 4,000 documents that Vatican financial expert Renato Dardozzi had assembled and hidden before his death in 2003. In his will, Dardozzi had written: "These documents should be published so that everyone can learn what has happened here."

Eliminating the Traces

It became Gotti Tedeschi's job to clean things up. As a married layman who didn't belong to the clique of curial cardinals, he was well-qualified for the task.

Still, as a Catholic bound by a sense of loyalty to the pope, Gotti Tedeschi found the new job challenging. Owing to the shady dealings in the past, the IOR enjoyed a reputation in the global financial word as being about as transparent as offshore banks in Caribbean tax havens. Gotti Tedeschi wanted to change this and make the Vatican eligible to be included on the OECD's "white list" of global organizations not suspected of money-laundering. Officials from the Council of Europe committee responsible for combating money-laundering were supposed to assist these efforts and, to do so, even be allowed into the inner sanctum of the Vatican bank.

Yet veteran Church bankers and members of the Curia apparently had no intention of abstaining from lucrative dealings with problematic funds. The plan, Italian financial investigators believe, was from then on to discretely eliminate all traces of clandestine business dealings.

A role in the effort was played by a bank in Benedict's home country: Germany. In 2009, the same year that Gotti Tedeschi took over as president of the IOR, the bank set up an account with the Milan-based branch of the American bank JPMorgan Chase. From that point on, millions started flowing on an almost daily basis from JPMorgan's Milan office to the one in Frankfurt, where the IOR also had a JPMorgan account.

Vatican officials opted for a special account in Milan with the number 1365, a so-called "sweep facility account," which was automatically zeroed out at the end of each day. The Vatican bank confirmed the existence of this account late last week, though it said it was primarily used for handling securities transactions.

Through last year, this financial set-up was allegedly used to process more than a billion euros for the Vatican bank. Italian investigators suspect that it was also used to launder funds from dubious sources.

The transfers via JP Morgan would likely have remained unnoticed if the IOR hadn't involved another Italian bank two years earlier in two cases. The attention of Italian financial regulators had been attracted by curious transactions the Vatican bank had made via Credito Artigiano. In 2010, a total of €23 million had been transferred from several accounts at that bank, but without listing the account holders or purposes of the transfers. Of that, €20 million was reportedly supposed to make its way to the Vatican's JPMorgan account in Frankfurt, while the remaining €3 million was destined for an account at another bank in Rome.

Distressing Financial Storm

Before the transactions could be completed, federal prosecutors in Rome had the funds frozen. Then they launched investigations against Gotti Tedeschi and Paolo Cipriani, the IOR's general director, on suspicion of having violated anti-money-laundering regulations. Alarmed by the Italian investigations, JPMorgan executives started asking Vatican officials where the money that had been regularly flowing through the Milan account was actually coming from. But they didn't get any satisfactory answers. As a result, the bank then gave the IOR an internal classification as a high-risk client and started monitoring its transactions for clues that might point to money-laundering.

The probes of the prosecutors in Rome and the distrust of the bankers in Frankfurt forced the Vatican to act -- more, one is tempted to believe, out of panic than regret. At the end of 2010, Benedict issued a decree obliging the Vatican bank to abide by EU anti-money-laundering norms. He also established a supervisory authority for the Vatican, the Financial Information Authority, and named as its head Cardinal Attilio Nicora, who had served as the papal asset manager for many years.

With these emergency measures, the Vatican succeeded in getting Italian officials to release the €23 million in frozen IOR funds. But the calm it had hoped they would bring to the distressing financial storm did not materialize.

Indeed, fresh aggravation threatens to come from several quarters soon. On the one hand, there are the money-laundering experts of the Strasbourg-based Council of Europe who the Vatican had to allow in to evaluate its bank. This week's vote by these experts will influence whether the Vatican will one day number among the states on the EU's "white list." The experts from the Council's Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) already set up camp in the Vatican for several days in 2011. There, they questioned cardinals, bishops and IOR executives on 16 points. They will only give the pope's bank a clean bill of health if all of those points are answered positively.

On top of that, federal prosecutors in Rome are moving forward with their investigations. Last October, they asked their German counterparts for assistance in obtaining documents related to the IOR account at the JPMorgan branch in Frankfurt. The move failed in November, however, when a judge in Frankfurt refused to issue a seizure order due to a "lack of evidence."

'Remaining a Tax Haven'

The pope's bankers faced another bitter setback early this year when JPMorgen closed the IOR's transfer account in Milan. In explaining its decision, the American bank wrote to Rome in mid-February that strict anti-money-laundering regulations no longer permit "additional deposits or withdrawals via account No. 1365."

Meanwhile, the situation back at IOR headquarters was becoming increasingly unchristian. While Gotti Tedeschi lost support from above, Cardinal Secretary of State Bertone took care to see that Benedict's decree was watered down. In the new version, it says that monitoring of the Vatican bank is only permissible with the consent of Bertone himself. Cardinal Nicora, the man originally assigned to become the Vatican's new financial watchdog, was not pleased. In a letter to Bertone written soon after the change, Nicora complained that, with it, "we are taking a step back and remaining a tax haven."

A confidential memo leaked to the Roman daily Il Fatto Quotidianomakes clear just how dramatic and divisive things have gotten in the Vatican's top echelon. Although the document is undated and bears no indication of who wrote it, the newspaper claims it comes from "the very top," perhaps among those close to Georg Gänswein, the pope's private secretary and extremely close confidant. In the document, the anonymous author describes the Vatican bank's current business practices as "inconsistent with the transparency requirements." It then goes on to say that there is a "concrete risk of a rating downgrade and, thereby, of a significant loss in the prestige of the Holy See."

The new panel charged with supervising the Vatican bank began operations in May. In impassioned letters to Cardinal Secretary of State Bertone, two of its members -- the former banker Ronaldo Schmitz, a German, and his American colleague Carl Anderson -- expressed their lack of faith in Gotti Tedeschi. In his letter, Anderson specifically eluded to the closure of the JPMorgen account. Given the "difficult times," Anderson wrote, Gotti Tedeschi had failed to "vigorously defend the institution." Schmitz, on the other hand, lamented Gotti Tedeschi's "wanting loyalty."

Two days later, Gotti Tedeschi was forced to abandon his uncomfortable position.
In order to establish at least a bit of transparency, papal spokesman Lombardi last Thursday did something that had never before been done in the history of the IOR: He invited journalists to a meeting within the fortress tower housing the bank so as to counter the claim that there were anonymous numbered accounts.

In the bank's ornate salon, it quickly became clear how seriously God's bankers are taking things. Questions? Yes, though preferably in written form. Cameras? No. Recording devices? Forbidden. A glimpse into the vault? Of course not. Still, things weren't completely serious: Bank director Cipriani jokingly displayed a T-shirt bearing the words: "Anti-Moneylaundering Expert."

FATCA Ropes in Vatican Bank on Offshore Account Compliance

The Vatican Bank is the latest to join the ranks of a hundred other countries worldwide that have agreed to the terms of the FATCA. Since its enactment in 2010, the Foreign Account Tax Compliance Act or FATCA, has seen American Tax Law extend its reach further than ever before. Under the new American global tax law, all countries cooperating with FATCA will need to declare the presence of any accounts of more than $50,000 held by American taxpayers.
Countries play it safe
Non-compliance would attract the unfavorable attention of U.S. Treasury who can then debar the institution from transactions in U.S. markets. This risk has prompted even otherwise difficult countries like Russia and China to join in. Tax havens which have traditionally been secretive of their account holders are now being forced to disclose details under the FACTA.
Foreign Financial Institutions will need to share the names, addresses, account numbers, balances as well as U.S. identification numbers for these accounts. There is a voluntary disclosure system in place, but even this will attract a 50% penalty as of August 4, 2014.
FACTA came into existence to enable America to zero in on taxpayers who were holding money in accounts overseas to evade taxation. The United States taxes all its permanent residents and citizens on their income wherever in the world they may live. Failure to share this data will allow FACTA to be enforced to cut off that institution’s access to U.S. markets. In addition, they expose themselves to a 30% tax.

Des clients français de banques suisses, défendus par un avocat parisien, ont décidé de se rebeller contre leurs banques, accusées de les avoir mal conseillés au moment de la régularisation fiscale de leurs comptes.

Une lettre datée du 24 décembre a été envoyée par leur avocat au Médiateur des banques suisses, une instance basée à Zurich, qui analyse les situations de conflits entre les banques et leurs clients, et qui propose des solutions.

Selon la procédure devant le Médiateur, appelé l'Ombudsman en Suisse, le client qui s'estime lésé par sa banque doit présenter son argumentation. Il doit également présenter la position de la banque qui doit lui répondre.

Dans le cas concret de ces clients français des banques suisses, il s'agit de personnes qui ont détenu pendant quelques fois des années, voire des générations, des comptes non déclarés en Suisse.

Le Médiateur analyse la situation au vu des documents présentés et propose une solution. Si la banque accepte, le dossier est réglé. Si elle refuse, le client peut aller en justice. Dans le cadre des programmes de régularisations qui ont été lancés en 2009 et 2013 en France, ces clients, indique leur avocat, "ont subi un important préjudice" et "leur régularisation va leur coûter aujourd'hui dix fois plus cher qu'autrefois". L'avocat réclame aujourd'hui à ces banques des dommages et intérêts pour ses clients lésés. Selon les milieux bancaires suisses, la première régularisation, celle de 2009, prévoyait des conditions beaucoup plus douces pour les fraudeurs fiscaux repentis.

“Americans will vote for Republicans even though they disagree with them on everything. [O]n the biggest issues facing Congress, they still agree with Democrats on ... almost everything. By 2014, “the state of the nation has improved dramatically over the past four years. Unemployment is down to 5.9 percent and consumer confidence is back to levels not seen since before the deep recession which began in late 2007. The stock market is at record highs while the annual federal budget deficit is less than half of what it was when Barack Obama first took the oath of office,” explained Jon Perr who cited the above article by Goldfarb.

A majority of Americans don’t know this because the corporate media don’t report it.

Pope Francis Addresses Sex Abuse Scandal

Next to appointing and promoting a dozen or so churchmen with records as dismal as his own in protecting predator pedophiles, there is no better example of Pope Francis’ lack of resolve to protect children than his handling of his former nuncio to the Dominican Republic, Archbishop Josef Wesolowski. For more than 16 months after being informed of the accusations against his ambassador, the pope left Wesolowski with free access to more children. Additionally, Pope Francis has done everything possible to prevent Wesolowski from being prosecuted by Dominican officials.

A Catholic deacon, Francisco Javier Occi Reyes, was arrested by the police on June 24, 2013. The deacon “said at the time of his arrest he was ‘pimping’ a youngster for Wesolowski, who was allegedly waiting in his vehicle nearby….The minors interviewed [by the police] admitted to masturbating for, and of taking part in oral sex with the archbishop as he filmed them with a cell phone [in exchange for cash] while another witness affirmed seeing porno in his laptop at the Vatican embassy.”

Occi confessed to the allegations. “When no one came to bail him out, the deacon sent an anguished letter dated July 2 to Wesolowski... The deacon sent copies of the letter to Cardinal Nicolas de Jesus López Rodriguez, the head of the Church in the Dominican Republic, and to a Dominican bishop, Gregorio Nicanor Peña Rodríguez. The cardinal then carried the evidence to the Vatican, where he met directly with Pope Francis according to Dominican officials.”
Reported with the usual “Pope Francis gets tough on sex abuse” headlines, on July 11, 2013, the pontiff enacted a civil law making sexual violence and possession of child pornography punishable by up to 12 years in prison not only for those who live in Vatican City State, but also all employees, including the diplomatic corps, of the Holy See. Those accused of these crimes would be tried by the Cardinal Prefect of the Apostolic Signatura (Supreme Court) and two other judges of his choosing - providing a possible motive for the later dismissal of the independently-minded Cardinal Raymond Burke.

According to experts in international law, the Vatican could have waived diplomatic immunity for the ambassador. But in hindsight, it’s probable that Pope Francis wanted Wesolowski tried under his control.

Because the pope kept the information about Wesolowski secret, the general public knew nothing about the ambassador until a local TV broadcast on August 31, 2013. The result of a year-long investigation, the program contained testimony about Wesolowski’s crimes. Three days after the broadcast, a local bishop confirmed that Wesolowski had already been dismissed by the pope and that he had left the country only a few days earlier. There were accusations that the pope allowed Wesolowski to escape and his whereabouts remained unknown.

"For me it was a surprise to see Wesolowski walking along Via della Scrofa in Rome. The silence of the Church has injured the people of God," tweeted Santo Domingo archdiocese Auxiliary Bishop Víctor Masalles on June 24, 2014. Another report stated “the former papal nuncio was living in a fairly upscale house for prelates called the Casa del Clero.”

[He] has a mild demeanor and soft speaking style; but his rhetoric is electrifying” — is misleading idiots Catholics. It is sugar coating Pope Francis the papal schizophrenic – because the fact is -- there is no church’s reversal for the countless millions of Catholics worldwide who have abandoned the Roman Catholic Church -- not even those Catholics in Rome - a few feet away from the Vatican Palace. According to a Pew Research Center poll earlier this year — despite the pope's popularity, it has not drawn more people, or those who have left the church, back to Mass or the sacraments in measurable numbers. Alas, there is no church’s reversal under Francis for the hundreds of churches shutting down and being sold as prime real estate in Europe and in the USA, especially in New York.

Vatican bank’s sale of 29 church properties under legal scrutiny

The Vatican’s controversial bank, IOR (Institute for Works of Religion), finds itself in the eye of yet another storm following Saturday’s revelation those who ran the bank between 1989 and 2009 are being investigated in relation to suspect real estate deals involving church property.

Senior Vatican spokesman Fr Federico Lombardi, on Saturday, said it had been the present management of the bank who had highlighted the current “problem” to the Vatican City state prosecutor’s office.

Media reports claim prosecutor Gian Piero Milano is looking into the sale of 29 church buildings between 2001 and 2008.

IOR itself issued a statement confirming that some months ago it had reported two former bank managers and one lawyer – former IOR president Angelo Caloia, former director-general Lelio Scaletti and lawyer Gabriele Liuzzo. IOR added that the case underlined the management’s commitment to “transparency and zero-tolerance, even with regard to suspicious events from the past”. The suspicious dealings came to light in the last year, following an assessment of IOR’s 20,000 accounts by global risk-control group Promontory Financial.

“60 Minutes,” one of America’s last remaining bulwarks of the status quo, devoted a full fawning hour to Pope Francis Sunday, between Christmas and New Years. Can this media-canonized pope save the world’s institutions, beginning with the Catholic Church and extending to the American-made international system?

What’s at issue is the whole crumbling world order, and the desperate need by those in positions of wealth and power (and make no mistake about it, the papacy is a position of wealth and power) to shore up the rotten timbers, even as more and more people are giving up on religions and the old order altogether.

When I was young, the news magazine “60 Minutes” challenged the powers that be, but in recent years it has been more concerned with falling ratings and stale rehash. It also has a developed a decidedly reactionary bent that covers the spectrum from nostalgia to ‘ain’t America wonderful’ segments.

But three puff pieces on the pope is too much. Toadying to the pope’s image, the show quotes a cardinal waxing lyrical about Pope Francis: “An evangelizer must never look like someone who is coming back from a funeral.” America’s leading news magazine is now shilling for this pope’s mission of remaking the Roman Catholic Church into a “missionary church.”

So hungry are people for moral guidance that they will forget (never mind forgive) the Vatican and its franchises all over the world for the sexual abuse of children over decades, covered up by bishops and Rome. Would Jesus, who overturned the established order in the Temple, have anything to do with such an institution?

You have to be an ex-Catholic to fully appreciate the meaning of the word ‘jesuitical.’ Pope Francis, a Jesuit as careful about his image as any American movie star (while at the same time declaring that he finds all the attention “offensive”) is the very definition of the word.

Jesuitical means, “one given to subtle casuistry.” Casuistry in turn is defined as “misleadingly subtle reasoning.” Subtle in these contexts is another word for sly. And Francis is one sly fellow.

Pope Francis handling of the Church’s pedophilia “filth” (to use his predecessor’s word) is very jesuitical. Following United Nations criticism earlier in the year, the new pope initially strongly defended the Roman Catholic Church’s record on tackling sexual abuse by priests. Then, when the media-savvy pope realized that his ‘man of the people’ and reformer persona was being tarnished, he felt compelled to “personally ask for forgiveness for the damage some priests have done for having sexually abused children.”

That’s the very definition of jesuitical, which implies having it both ways and bamboozling people into believing that the institution and office have come clean.

It’s the same pattern he followed in Argentina, when, as Jorge Bergoglio and head of the Jesuit order, he was charged with complicity in the torture and execution of progressive priests. The Catholic Church and Pope Francis were accused of “closing its eyes” during the “dirty war” of murders and abductions carried out by the junta that ruled Argentina from 1976 to 1983.

Eduardo de la Serna, coordinator of an Argentinean group of priests who focus on the plight of the poor, said, “Bergoglio is a man of power and he knows how to position himself among powerful people. I still have many doubts about his role regarding the Jesuits who went missing under the dictatorship.”

Given the worldwide blight to its brand that the child sex abuse scandal has brought upon the Vatican, might the cardinals have chosen Bergoglio precisely because he was ablesquirm out of the Argentinean scandal?

Some Protestants are given to ask, ‘what would Jesus do?’ (Catholics, and the mainstream media, just go the pope.) So what would Jesus do about the Ancient Rome-patterned, male-dominated organization?

Wouldn’t Jesus, whose closest disciple was a woman, Mary Magdalene, deny any affiliation the Roman Catholic Church in the first place, and denounce the essentially political institution of the papacy in the strongest terms? After all, wasn’t Jesus crucified because he vehemently objected to the cozy relationship between the Jewish rabbinical hierarchy and their Roman overlords?

And didn’t Jesus say, “Sell all that thou hast, and distribute unto the poor, and you will have treasure in heaven. Then come, follow me.” Selling off some of the land titles and gold trinkets, and giving the proceeds to the poor would be a good place for Pope Francis to start is he is serious about spiritual matters.

Let me lay my cards on the table. As an altar boy, I was one of the favorites of the priests, but a priest never touched me inappropriately. One of the parish priests even asked me to be master of ceremonies at the 25th anniversary of his ordination, which was quite an honor and responsibility for an 8th grader.

But by the 10th grade I had begun to question and research the ‘Holy Mother Church,’ and what I found, both by direct observation and inquisitiveness, led me to the Inquisition and a long line of papal corruption, amongst many other. outrages

So after I was sure that this religion, and all organized religions, had little or nothing to do with religious experiencing, I came downstairs one Sunday morning as a senior (when it was still a “mortal sin” the miss Mass), and announced parents that I wasn’t going to church that day or ever again.

The Vietnam War was at its height, and my parents threatened to deprive me of college, which meant no deferment, which meant certain draft, which meant I could be off fighting Vietcong in the rice paddies in months. Pardon the pun, but I stuck to my guns.

Much has been made of the Latin American pope’s role in initiating and mediating the deal between Cuba and the United States. Given American and Russian relations at present, and the re-starting of the Cold War standoff (people seem to have forgotten the thousands of nuclear weapons still in their silos), the attempt to reprise, with Cuba, the role of Pope John Paul in ending the first Cold War seems not just like small potatoes, but dangerous parody.

But then, so does all of the media-hyped papal piffles, given the crisis facing humanity.

Pope Francis Addresses Sex Abuse Scandal

Next to appointing and promoting a dozen or so churchmen with records as dismal as his own in protecting predator pedophiles, there is no better example of Pope Francis’ lack of resolve to protect children than his handling of his former nuncio to the Dominican Republic, Archbishop Josef Wesolowski. For more than 16 months after being informed of the accusations against his ambassador, the pope left Wesolowski with free access to more children. Additionally, Pope Francis has done everything possible to prevent Wesolowski from being prosecuted by Dominican officials.

A Catholic deacon, Francisco Javier Occi Reyes, was arrested by the police on June 24, 2013. The deacon “said at the time of his arrest he was ‘pimping’ a youngster for Wesolowski, who was allegedly waiting in his vehicle nearby….The minors interviewed [by the police] admitted to masturbating for, and of taking part in oral sex with the archbishop as he filmed them with a cell phone [in exchange for cash] while another witness affirmed seeing porno in his laptop at the Vatican embassy.”

Occi confessed to the allegations. “When no one came to bail him out, the deacon sent an anguished letter dated July 2 to Wesolowski... The deacon sent copies of the letter to Cardinal Nicolas de Jesus López Rodriguez, the head of the Church in the Dominican Republic, and to a Dominican bishop, Gregorio Nicanor Peña Rodríguez. The cardinal then carried the evidence to the Vatican, where he met directly with Pope Francis according to Dominican officials.”

Reported with the usual “Pope Francis gets tough on sex abuse” headlines, on July 11, 2013, the pontiff enacted a civil law making sexual violence and possession of child pornography punishable by up to 12 years in prison not only for those who live in Vatican City State, but also all employees, including the diplomatic corps, of the Holy See. Those accused of these crimes would be tried by the Cardinal Prefect of the Apostolic Signatura (Supreme Court) and two other judges of his choosing - providing a possible motive for the later dismissal of the independently-minded Cardinal Raymond Burke.

According to experts in international law, the Vatican could have waived diplomatic immunity for the ambassador. But in hindsight, it’s probable that Pope Francis wanted Wesolowski tried under his control.

Because the pope kept the information about Wesolowski secret, the general public knew nothing about the ambassador until a local TV broadcast on August 31, 2013. The result of a year-long investigation, the program contained testimony about Wesolowski’s crimes. Three days after the broadcast, a local bishop confirmed that Wesolowski had already been dismissed by the pope and that he had left the country only a few days earlier. There were accusations that the pope allowed Wesolowski to escape and his whereabouts remained unknown.

"For me it was a surprise to see Wesolowski walking along Via della Scrofa in Rome. The silence of the Church has injured the people of God," tweeted Santo Domingo archdiocese Auxiliary Bishop Víctor Masalles on June 24, 2014. Another report stated “the former papal nuncio was living in a fairly upscale house for prelates called the Casa del Clero.”

TK Whitaker explored the possibility of getting the Holy See to invest in Ireland in the mid-1960s but was informed the Vatican was “disinclined” to put money into poor countries.
A newly released file documenting the Department of Foreign Affairs’ dealings with the Vatican bank includes a confidential letter in 1965 from Mr Whitaker, then secretary of the Department of Finance, seeking information on whether the Holy See would “consider investments in Irish government securities or in property development here. If this were so, it would provide considerable relief for us at the present time when we are short of capital,” he wrote.
It was agreed the Irish ambassador to the Vatican, Tom Commins, would make “some very discreet soundings”.
In a memo labelled “highly confidential”, Mr Commins said he had spoken to a “highly placed” member of the Vatican court who was also the director of one of Italy’s biggest banks.
Informed by such sources, Mr Commins wrote: “Vatican policy on investment is prompted and inspired, not only primarily, but exclusively, by considerations of (a) profit and (b) security.”
The Holy See’s operations were almost exclusively carried out on the New York, Zurich and Geneva exchanges and were confined to “top ranking” bonds, he said.

Statement to mark the International Human Rights Day collectively issued by the PAN Asia Pacific (PANAP); Aliansi Gerakan Reforma Agraria (AGRA) of Indonesia, National Fisheries Solidarity Movement (NAFSO) of Sri Lanka; Kilusang Magbubukid ng Pilipinas (KMP) of the Philippines; Human Development Organization (HDO) of Sri Lanka; Unyon ng mga Manggagawa sa Agrikultura (UMA) of the Philippines; Society for Rural Education and Development (SRED) of India; General Agricultural Workers Union (GAWU) of Ghana; Farm Worker Association of Florida (FWAF) of the US; Coalition of Agricultural Workers International (CAWI)

As the world marks the International Human Rights Day today, 10 December, we wish to highlight a form of human rights violation that does not get as much attention but nonetheless deeply impacts millions of people around the world, especially in the poor countries. Land grabbing, often accompanied by the grabbing away of resources such as water, represents a worsening threat to the economic, social and cultural rights of countless local communities, including the indigenous peoples. This systemic violation of human rights, including the right to food, right to self-determination of peoples and right to development, must be stopped.

Data from the Land Portal’s Land Matrix show that worldwide land grabbing involves around 36 million hectares, as of March 2014. Most land grabbing deals are concentrated in Africa and the Asia Pacific region, accounting for about 41% and 38%, respectively of about 942 land deals monitored by the Land Matrix. Within Asia Pacific, land deals are heavily concentrated in Southeast Asia, comprising 83% of the regional total and 32% of the global total. Estimates on the extent of land grabbing vary widely but it could not be denied that it is a daily reality confronting rural and indigenous communities.

In many cases, large-scale land investments for export-oriented plantations, logging, mining, biofuel production and power production among others result to the eviction of small food producers and indigenous peoples, many of whom are without formal security of tenure despite tilling, enriching and occupying the land for decades. National and local governments often negotiate with foreign and domestic investors behind closed doors and in patent disregard for the participation of local communities that will be impacted by such investments, including their access to land and productive resources. These investments are also made and promoted without due consideration to the actual development needs of affected local communities that lead to their further marginalization and oppression.

Worse, the human rights violations against the people even go beyond the actual land grabbing and also involve atrocities that blatantly attack the political and civil rights of those who challenge these land-grabbing deals and investments. There are numerous cases and many of them remain undocumented and unreported, and most are unresolved due to the involvement of state security forces themselves as well as private armed groups hired by the companies. This has been the case in the Philippines, Indonesia, Pakistan, Malaysia, Sri Lanka and many others where anti-land grabbing activists, local community leaders, and their supporters face human rights atrocities ranging from extrajudicial killings, abduction, legal persecution and harassment, among others. Impunity reigns in many rural communities that have been heavily militarized to protect corporate investments.

We call on governments and private corporations to respect and implement existing human rights principles enshrined in national laws and international instruments, including the International Covenant on Economic, Social and Cultural Rights. We demand that the right to free, prior and informed consent of communities be upheld before any land investments are made.

We demand to respect the customary rights of the people who do not have legal ownership of the land and water bodies. We demand the demilitarization of rural communities and the prosecution of all those who have committed human rights atrocities against people who are justly defending their legitimate right to land and resources. We demand the implementation of genuine agrarian reform to promote the rights and welfare of small food producers and to promote long-term rural and economic development that serves the interests of the people and not the just the elite few.

We welcome recent developments that aim to provide people an opportunity to make corporations that violate their human rights accountable. In particular, we take note of the United Nations Human Rights Council’s (UNHRC) resolution this year calling for the establishment of “an open-ended intergovernmental working group on a legally binding instrument on transnational corporations and other business enterprises with respect to human rights”. Amid continuing trends of free trade and investment agreements that allow TNCs to sue governments, the UNHRC resolution is positive move towards regulating TNCs and their activities in the context of human rights.

We emphasize, however, that the best prospects for the promotion of human rights, including the right to land and resources, lie not in any legal instrument but in the relentless struggle of the affected communities to defend their human rights. Thus, working with those directly affected and violated, we vow to continue the fight to oppose land grabbing and defend the human rights of rural and indigenous communities.

Land is life for these communities, and depriving them of land and resources is depriving them of their basic human right to live. Fight for land, fight for life!

The American forces’ murderous reputation and culture of impunity extends internationally. In the Philippines, U.S. Marine PFC Joseph Scott Pemberton violently killed Jennifer Laude, a 26-year-old transgender Filipina. Instead of facing criminal charges under Philippine law, Pemberton is still in U.S. custody and benefits from its protection. Laude’s murder follows the tired pattern of Filipina victims of violence at the hands of U.S. troops illegally stationed in the Philippines. Under the Philippines-U.S. Visiting Forces Agreement (VFA) and the 2014 Enhanced Defense Cooperation Agreement (EDCA), the Philippines has ultimately given up its rights to its colonial American master and relegated Filipinos, and especially Filipina women, to second-class citizens. The inaction and failure of the Philippine government to protect its own citizens exposes its true agenda: to serve the economic and military interests of the U.S.

A case in point of this is the frequent and extreme typhoons that have erased whole communities. Due to Philippine government corruption and pandering to multinational corporations, the country suffers from weak infrastructure, landslides due to large-scale mining and logging, poor warning systems, and hoarding of relief funds and goods by the Philippine government. U.S. military "relief" is in fact a ploy to justify sending in more troops, as to this day, many families have not received any relief and instead have relied on people’s volunteer organizations on the ground and foreign humanitarian groups, such as the National Alliance for Filipino Concerns. Aquino’s political impotence reveals the nature of his presidency as a puppet for U.S. interests.

The U.S.’ imperialist efforts toward political and economic domination is a key contributor to global human rights violations in all its forms. The global migration phenomenon is a result of unjust economic policies designed and implemented to benefit the U.S. and a handful of the most powerful governments and corporations at the expense of migrant workers. Filipinos, especially women, fall victim to labor and sex trafficking. GABRIELA USA is calling for justice for over 300 teachers who were recently trafficked by Isidro Rodriguez in Washington, D.C. Predatory agents like Rodriguez take advantage of the vulnerability of migrant workers due to weak legal protections in both their home and host countries.

The Philippine government, under President Benigno Aquino, is complicit in serving the agenda of the U.S. imperialists to break into the markets of the Asia Pacific at the costs of the basic rights and welfare of its own people. Over the course of the next 350 years, Spain ruled a vast empire based on the labor and exploitation of the Indian population. Conquistadors descended on America with hopes of bringing Catholicism to new lands while extracting great riches.Religion and self-interest combined to create a potent mixture that drew hundreds of thousands of Spaniards across the ocean with hopes of finding riches and winning souls for God. Along with the Spaniards came diseases to which the New World natives had no immunities.

What followed was one of the greatest tragedies in human history as smallpox, influenza, and other communicable diseases ravaged the native populations, killing millions. The Spanish never set out to destroy the people of the New World—after all, their goal was to use Indian labor for their own ends—and almost immediately a debate arose in Spain concerning the rights of Indians. This was the first time any European nation had consciously debated the rights and status of non-Christians. The traffic of Europeans to the Americas was not a one-way street. The so-called Columbian Exchange brought European goods and ideas to the New World—including the horse, which was not native to the Western Hemisphere—and returned new plants and animals to the Old World, including potatoes, corn, tomatoes and other crops. The world was forever changed by the new horizons opened by Spain's intrepid explorers, despite the misdeeds of Spanish rule in America.

Spanish conquistadors, who were primarily poor nobles from the impoverished west and south of Spain, were able to conquer the huge empires of the New World with the help of superior military technology, disease (which weakened Indian resistance), and military tactics including surprise attacks and powerful alliances with local tribes. Once an area had been conquered, it was partitioned intoencomiendas, or grants of land. More importantly, the Indian people themselves were parceled out to the conquistadors, who were given title to the land and its people in return for a promise to teach the natives Christianity. This system was heavily abused, and Indians throughout the Americas were reduced to a condition of virtual slavery.

However, due to natural attrition and harsh misrule, the population of native laborers soon became too small for the voracious Spanish, so they began to import African slaves to work in sugar plantations and silver mines. The introduction of African traditions to the Native American and mestizo cultures already in existence made for a social mixture richer than in almost any other part of the world, although racism continued to play a dark role in the New World. Colonial society was hierarchical, based upon on the amount of non-Spanish blood a person possessed. A complicated system, called the casta, delineated over 100 separate names for groups containing certain levels of Indian and African blood. Jobs, government positions, titles to land, and almost everything else in the Americas functioned according to this system with those at the top getting preference over those lower on the list. Discrimination and repression were features of Spanish colonial rule throughout its history.

Spain's government in Madrid tried hard to govern the New World, despite its distance from Europe. Using a system of viceroyalties and audencias, royal courts of appeals, the Spanish Monarchy was able to exercise control over Spanish settlers, even when they didn't want any sort of interference from the central government. The Crown was entitled to one-fifth of all mining profits, and this huge income helped Spain to become the largest and most powerful empire in Europe by 1600. Religion was mixed with politics to create a hybrid system in what would become the American Southwest: Dominican, Franciscan and Jesuit missionaries were often left in charge of large areas in what is now Texas, Arizona, New Mexico and, later, California. With its goal of bringing the Catholic religion to the New World, Spain was also able to use the existing church governments for its own political uses. Today, religion and politics continue to mix in Latin America.

The often-heavy handed rule from Madrid and the new ideas of liberty and freedom coming out of the American and French Revolutions brought about the wars of Independence in the early nineteenth century. Simón Bolívar—the Great Liberator—and José de San Martin led the fight for independence, although this was not a fight for Indian rights, or on behalf of the poor. Those who fought for South American independence were called criollos, American-born descendants of Spaniards, and they continued to rule the many new nations of Spanish America for generations. The Spanish left a legacy of cruelty and exploitation in their wake, but they also managed to open the world and increase cultural exchanges to a level never before seen in human history.

The Failure of the Sacraments

There’s an elephant quietly sitting in the nave that everyone on all sides of the clergy sex abuse crisis have been diligently ignoring, even the victims themselves. No clergy or even would-be reformers have really remarked on it yet, although it should be more obvious with each and every sad story. More importantly, it is a troubling issue that touches on the very heart and soul of Catholicism.

The monstrous truth is simply this: what the clergy sex abuse crisis clearly demonstrates is that the sacramental system has failed.

This is not just a case of hierarchical reneging of responsibility.There’s more to this than some bad apples. This is nothing that a few reforms can fix, some screening of seminarians or more pastoral responses by bishops. It is nothing less than a fundamental challenge to the entire Catholic Church, and it shows that the spiritual principles the whole structure is supposedly based on simply do not work.

Think about it. The offenders here are Roman Catholic priests, highly trained men. But unlike other professionals, these men are supposedly set apart and dedicated to lives of the spirit. They claim to have the power to forgive sins and make God appear.

They not only administer the sacraments to others, but also receive them themselves daily. That means, among other things, frequent confession to other priests. Moreover, many of these men belong to religious orders or are otherwise under close spiritual direction. They are supposed to confide everything to their confessors and superiors and to obey them unquestioningly.

So what went wrong? When an abusive priest goes to confession, does he start, “Bless me, father, for I have sinned: I buggered an altar boy three times this week”? And does the confessor tell him to say 3 Our Fathers and 4 Hail Marys and not to do it again?

According to their own theory, confessors have the power to forgive sins, but also to refuse to do so if sorrow is insufficient. Moreover, they are to appoint penances – if they wish, they can require satisfaction or significant signs of reform from the penitent before absolution. Some sins – such as solicitation for sex in the confessional – are even deemed so serious that only higher prelates, sometimes only the Pope or his appointed delegate can forgive them.

Yet the abusers continue to abuse. So are the sexually active priestslying to their confessors? This would mean that not only do the perpetrating priests remain in a state of mortal sin and are automatically excommunicated, they perform the sacraments in that state which is itself a grave sacrilege.

Or, even worse, are all the abusive priests linked? Do they only go to confession to like-minded perps who will understand? Is there then an organized network of sexually perpetrating priests, all busily enabling each other? This adds collusion and conspiracy to the sinand would indicate that the very structure itself is rotten to the core.

The evidence available suggests that perhaps both scenarios are true to varying degrees in different situations. Either way, however, the result is much the same.

The sacraments are meant to unite believers with Christ. Not just to remove the accumulations of sin like the weekly laundry, but togradually improve the recipient. They are intended to sanctify and uplift the faithful, increase devotion to God, charity to fellow humans, and moral stamina in the face of evil.

If the sacraments actually worked like this, wouldn’t we hear ennobling stories of clerical reform, of some molester inspired to truly repent and devote himself to the cause? But rather, the stories are depressingly the same, of priests caught time and again, transferred, treated, and now finally, laicized often against their will, with no regret or even acknowledgement of their evil.

What this means, each person must decide in their own conscience. But perhaps the fall off in confessions over the years itself tells the story. Why should anyone, lay or not, risk a ritual that seems so impotent in promoting reform and may, instead of granting grace, actually expose them to greater human wickedness?

It has been almost one full year since Pope Francis was elected to take Pope Benedict XVI’s place in the Vatican. He has been hailed by both the Catholic community and its critics for his openness to bringing much needed reform to the outdated ethos of the church. His forthcoming attitude has alleviated some concerns about how the Vatican can reconcile its beliefs with those of its more youthful and liberal followers. However, for all of his efforts to reconnect, Francis has failed to truly address the patterns of sexual abuse and exploitation by clerics supported by the Vatican.

In a recent interview with the Italian newspaper Corriere della Sera, Francis made comments defending the church’s response to reports of sexual abuse, claiming that it is “the only public institution to have acted with transparency and responsibility. No other has done more. And, the church is the only one to be attacked.” It is true that the church has been under scrutiny for quite some time — last month, a UN committee issued a report criticizing the Church’s policies on a range of issues, calling for the removal of any known sexual abusers and release of records of sexual assault allegations against clerics.

It is also true that he has publicly acknowledged the problem, and in December he created a committee to evaluate methods to protect sexually abused children and more effectively screen men seeking to become priests for sexual deviance. This committee, however, is strictly advisory, and there is almost no information available regarding how it has gone about measuring the breadth of the problem. The “transparency” Francis speaks of does not exist.

We, the International League of Peoples’ Struggle (ILPS), salute the heroic resistance of the Kurdish people and their army in Rojava, the YPG/YPJ – People’s Protection Units – against the criminal gangs of the so-called Islamic State (ISIS) in Kobane, one of the self-governing cantons of West Kurdistan (Rojava) in Syria.

We call on all the more than 300 ILPS member-organizations in 38 countries around the globe to take initiative and express their solidarity and support to the Kurdish people's resistance in Kobane and the whole of Rojava, or join the demonstrations being organized by the Kurdish liberation movement in different parts of the world.

The ILPS condemns the super-terrorist US for creating the ISIS monster that has rampaged through parts of Syria and Iraq, committing hideous crimes against the people in areas that they have overrun. We condemn Turkey for collaborating with the US in creating, arming and coddling this horde of terrorists.

ISIS and similar extremist Islamist terrorist groups like the Al Qaeda and Al-Nustra have been created by the US as part of its over-all scheme to remake the Middle-East, by carrying out regime change in such countries as Libya and Syria that have dared to assert their national sovereignty against imperialist plunder and war. For its part, the Turkish government is using ISIS to attack the Kurdish liberation struggle led by the PKK.

ISIS terrorists have been trained by US Special Forces in secret NATO bases inside Turkey and Jordan. For the last year and a half, the US has been developing what the world has now come to know as ISIS. Turkey has allowed safe passage through its borders of jihadists from different parts of the world to join ISIS, and has facilitated the transport of wounded ISIS terrorists to be treated in hospitals in the Turkish province of Urfa and other cities in Turkey.

The US is remaking the Middle-East in order to consolidate its hegemony in this oil-rich region. It is using the ISIS in the same manner as it has used Neo-Nazi gangs in the Ukraine to stir up trouble and force regime change, toppling the duly-elected president, and replacing him with a pro-Western president and a fascist military junta as part of US-NATO strategy to encircle and pressure Russia.

In the wake of the hideous crimes of the ISIS, including the massacre of Shiites and Christians, and the beheading of Western journalists, the US has pretended to adopt a policy of opposing ISIS and carrying out bombing raids against ISIS. In fact, the US is still thereby using the ISIS as the pretext to violate the national sovereignty of Syria.

The US war planes are actually bombing food granaries and buildings in Syria which are away from ISIS positions. They are now in a position to attack the forces of the Syrian government. Turkey has also exposed its real dirty agenda to attack the Kurdish liberation struggle by bombing PKK forces in Oramar (Daglica) near the border with Iraq, relieving ISIS from the successful counter-attacks of the Kurdish fighters and allowing the ISIS to block humanitarian aid from Iraqi Kurdistan.

The Kurdish resistance forces in Kobane have said that they can defeat the ISIS without any need for foreign intervention such as that falsely offered by the US and Turkey. All they need from Iraqi Kurdistan are sufficient weapons and ammunition against the tanks and vehicles mounted with big guns of the ISIS terrorists.

The terrible crimes being perpetrated by the ISIS and the support given them by the US and Turkey have aroused the anger of freedom-loving people throughout the world. At the same time, the heroic resistance of the YPG/YPJ – the People’s Protection Units – composed of Kurdish men and women, has inspired the people of the world to rally in support of the Kurdish liberation struggle.

The acknowledged leader of the Kurdish liberation struggle, Abdullah Ocalan, has called on the entire Kurdish nation to mobilize in support of the resistance in Kobane. Kurds throughout the world have responded by organizing demonstrations in many countries calling for international support.

We must show our solidarity to the Kurdish people in their hour of need and give them all-out support until victory.

A History of Guatemala’s Syphilis Experiment: How a U.S. Led Team Performed Human Experimentations in Central America

Dr. Cyril Broderick, A Liberian scientist and a former professor of Plant Pathology at the University of Liberia’s College of Agriculture and Forestry says the West, particularly the U.S. is responsible for the Ebola outbreak in West Africa. Dr. Broderick claims the following in an exclusive article published in the Daily Observer based in Monrovia, Liberia. He wrote the following:

The US Department of Defense (DoD) is funding Ebola trials on humans, trials which started just weeks before the Ebola outbreak in Guinea and Sierra Leone. The reports continue and state that the DoD gave a contract worth $140 million dollars to Tekmira, a Canadian pharmaceutical company, to conduct Ebola research. This research work involved injecting and infusing healthy humans with the deadly Ebola virus. Hence, the DoD is listed as a collaborator in a “First in Human” Ebola clinical trial (NCT02041715, which started in January 2014 shortly before an Ebola epidemic was declared in West Africa in March.

Is it possible that the United States Department of Defense (DOD) and other Western countries are directly responsible for infecting Africans with the Ebola virus? Dr. Broderick claims that the U.S. government has a research laboratory located in a town called Kenema in Sierra Leone that studies what he calls “viral fever bioterrorism”, It is also the town where he acknowledges that is the “epicentre of the Ebola outbreak in West Africa.” Is it a fact? Is Dr. Broderick a conspiracy theorist? He says that “there is urgent need for affirmative action in protecting the less affluent of poorer countries, especially African citizens, whose countries are not as scientifically and industrially endowed as the United States and most Western countries, sources of most viral or bacterial GMOs that are strategically designed as biological weapons.” He also asks an important question when he says “It is most disturbing that the U. S. Government has been operating a viral hemorrhagic fever bioterrorism research laboratory in Sierra Leone. Are there others?”

Well, Mr. Broderick’s claims seem to be true. After all, the U.S. government has been experimenting with deadly diseases on human beings for a long time, history tells us so. One example is Guatemala. Between 1946 and 1948, the United States government under President Harry S. Truman in collaboration with Guatemalan President Juan José Arévalo and his health officials deliberately infected more than 1500 soldiers, prostitutes, prisoners and even mental patients with syphilis and other sexually transmitted diseases such as gonorrhea and chancroid (a bacterial sexual infection) out of more than 5500 Guatemalan people who participated in the experiments. The worst part of it is that none of the test subjects infected with the diseases ever gave informed consent. The Boston Globe published the discovery made by Medical historian and professor at Wellesley College, Susan M. Reverby in 2010 called ‘Wellesley professor unearths a horror: Syphilis experiments in Guatemala.’ It stated how she came across her discovery:

Picking through musty files in a Pennsylvania archive, a Wellesley College professor made a heart-stopping discovery: US government scientists in the 1940s deliberately infected hundreds of Guatemalans with syphilis and gonorrhea in experiments conducted without the subjects’ permission. Medical historian Susan M. Reverby happened upon the documents four or five years ago while researching the infamous Tuskegee syphilis study and later shared her findings with US government officials.

The unethical research was not publicly disclosed until yesterday, when President Obama and two Cabinet secretaries apologized to Guatemala’s government and people and pledged to never repeat the mistakes of the past — an era when it was not uncommon for doctors to experiment on patients without their consent.

After Reverby’s discovery, the Obama administration apparently gave an apology to then-President Alvaro Colom according to the Boston Globe:

Yesterday, Obama called President Álvaro Colom Caballeros of Guatemala to apologize, and Obama’s spokesman told reporters the experiment was “tragic, and the United States by all means apologizes to all those who were impacted by this.

Secretary of State Hillary Rodham Clinton had called Colom Thursday night to break the news to him. In her conversation with the Guatemalan president, Clinton expressed “her personal outrage and deep regret that such reprehensible research could occur,’’ said Arturo Valenzuela, assistant secretary of state for Western Hemisphere affairs.

The study in Guatemala was led by John Cutler, a US health service physician who also took part in the controversial Tuskegee Syphilis experiments which began in the 1930’s. Researchers wanted to study the effects of a group of antibiotics called penicillin on affected individuals. The prevention and treatment of syphilis and other venereal diseases were also included in the experimentation. Although they were treated with antibiotics, more than 83 people had died according to BBC news in 2011 following a statement issued by Dr Amy Gutmann, head of the Presidential Commission for the Study of Bioethical Issues:

The Commission said some 5,500 Guatemalans were involved in all the research that took place between 1946 and 1948. Of these, some 1,300 were deliberately infected with syphilis, gonorrhoea or another sexually transmitted disease, chancroid. And of that group only about 700 received some sort of treatment. According to documents the commission had studied, at least 83 of the 5,500 subjects had died by the end of 1953.

Washington’s reaction to the report is a farce. The apology made to Guatemala’s government was for the sake of public relations. Washington knows about its human experimentations in the past with deadly diseases conducted by government-funded laboratories that are known to be harmful to the public. The U.S. government is guilty in conducting numerous medical experiments on people not only in Guatemala but in other countries and on its own territory. As the Boston Globe report mentioned, the Tuskegee Syphilis Study occurred between 1932 and 1972 by the U.S. Public Health Service to study the “natural progression” of untreated syphilis in the African American population. The U.S. Public Health Service and the Tuskegee Institute collaborated in 1932 and enrolled 600 poor sharecroppers from Macon County, Alabama to study the syphilis infection. However, it was documented that at least 400 of those had the disease (they were never informed that they actually had syphilis) while the remaining 200 did not. They received free medical care, food and even free burial insurance for participating in the study. Documents revealed that they were told that they had “bad blood” which meant that they had various medical conditions besides syphilis. The Tuskegee scientists continued to study the participants without treating their illnesses and they also withheld much-needed information from the participants about penicillin, which proved to be effective in treating Syphilis and other venereal diseases. The test subjects were under the impression that they were receiving free health care from the U.S. government while they were deliberately being lied to by the same administrators who were conducting the tests. Washington is fully aware of its human experimentations with deadly diseases. The government of Guatemala also knew about the Syphilis experiments according to the Boston Globe:

A representative of the Guatemalan government said his nation will investigate, too — looking in part at the culpability of officials in that country. The records of the experiment suggest that Guatemalan government officials were fully aware of the tests, sanctioned them, and may have done so in exchange for stockpiles of penicillin.

However, the U.S. Department of Health and Human Services published the study ‘Fact Sheet on the 1946-1948 U.S. Public Health Service Sexually Transmitted Diseases (STD) Inoculation Study’ and was forced to admit what happened in Guatemala during the syphilis experiments:

While conducting historical research on the Tuskegee Study of Untreated Syphilis, Professor Susan Reverby of Wellesley College recently discovered the archived papers of the late Dr. John Cutler, a U.S. Public Health Service medical officer and a Tuskegee investigator. The papers described another unethical study supported by the U.S. government in which highly vulnerable populations in Guatemala were intentionally infected with sexually transmitted diseases (STDs). The study, conducted between 1946 and 1948, was done with the knowledge of Dr. Cutler’s superiors and was funded by a grant from the U.S. National Institutes of Health to the Pan American Sanitary Bureau (which became the Pan American Health Organization) to several Guatemalan government ministries. The study had never been published.

The U.S. government admitted to its wrongdoing, 62 years too late. What Dr. Broderick wrote is not conspiratorial in any sense. The U.S. government has been involved in bioterrorism; Guatemala is a case in point. Dr. Broderick summarized what average people can do to prevent governments, especially those from the West from creating and exposing populations from diseases they experiment with in laboratories:

The challenge is global, and we request assistance from everywhere, including China, Japan, Australia, India, Germany, Italy, and even kind-hearted people in the U.S., France, the U.K., Russia, Korea, Saudi Arabia, and anywhere else whose desire is to help. The situation is bleaker than we on the outside can imagine, and we must provide assistance however we can. To ensure a future that has less of this kind of drama, it is important that we now demand that our leaders and governments be honest, transparent, fair, and productively engaged. They must answer to the people. Please stand up to stop Ebola testing and the spread of this dastardly disease.

After Guatemala’s ordeal with the U.S. government who deliberately infected people with syphilis, West African nations should be extremely skeptical about the U.S. government’s actions combating Ebola. Professor Francis Boyle of the University of Illinois, College of Law questions the Obama administration’s actions in West Africa. RIA Novosti recently interviewed Boyle and he said the following:

US government agencies have a long history of carrying out allegedly defensive biological warfare research at labs in Liberia and Sierra Leone. This includes the Centers for Disease Control and Prevention (CDC), which is now the point agency for managing the Ebola spill-over into the US,” Prof. Francis Boyle said.

Why has the Obama administration dispatched troops to Liberia when they have no training to provide medical treatment to dying Africans? How did Zaire/Ebola get to West Africa from about 3,500km away from where it was first identified in 1976?”

That’s a good question for Washington, but would the public get any answers? Not anytime soon, since it took more than 62 years for the Guatemala syphilis experiments to be exposed to the public, not by the US government, by a medical historian.
